Özgür Dumlu graduated his B.S. degree from Istanbul Technical University-Electronics and Telecommunication Engineering department in 1996. He continued his MS in Boğazici University Biomedical Engineering Institu- te and MBA in Marmara University Management and Organization departments both. He worked in TUBITAK (Science and Technological Research Council of Turkey) as a Research Engineer between the years 1996-1998.

In Dec.1999, he joined Istanbul Memorial Hospital as Manager of Biomedical Engineering department while the Hospital was in initially opening phase. He setup the department and managed the installation and commissio- ning of the medical equipment. While Memorial Hospital became the first JCI accredited Hospital in Turkey, he managed the whole procedures and process of medical equipment quality management.

Beginning of May 2006, he joined Medical Park Hospital Group as Director of Biomedical Engineering

Department reporting to Board of Directors. He ensured execution and management of architectural functional planning, equipment planning, Ca- pex budget management, procurement of Medical Equipment and Technical FM equipment, Opex budget management of all hospitals. From 2006 to 2013, he executed 13 hospital openings and 3 hospitals acquisition of medical technology in a total of 300.000 m2 covered area and 3.000 beds. After 2011, as Chief Technical Officer of the largest private Healthcare group (Medical Park Hospitals and Liv Hospital) in Turkey, he setup and mana- ged Technical organizations of the hospitals with over 200 technical specialists to manage 18 hospitals. He managed annually 150 million USD Opex budget and total of 450 million USD capex investment during this stage. From Nov 2013 to Aug 2014 , he, as General Manager, managed Bahcelievler Medicalpark Hospital (250 beds, 950 employees, 130 million USD annual revenue).

He became VP, Medical Technology and Business Development of Medicalpark Healthcare Group beginning of Sep 2014. He managed 26 Hospitals of Clinical Engineering departments (with 75 employees), Technical Services FM Departments (285 employees) and Headquarter Management of Procurement of Biomedical and Capital Investment including construction and MEP. He was also Consultancy Services Director which provided by doctors, nurses, managers and technical staff of Medical park and affiliated Universities.

In 2017, he managed Clinical Engineering Management and Medical Equipment Services which is Outsourced by Istanbul North Anatolia Union Public Hospitals (17 Public Hospitals) –13.000 medical equipment-with 52 employees as a Service Provider Company. Also in Mar 2017 he executed the Ins- pection of P2 Services for Yozgat PPP Hospital for the SPV Sponsor (MRAS) (475 Beds Hospital). In Aug-Dec 2017 he executed the Inspection of EPC Construction and Readiness for Adana PPP Hospital for the SPV Sponsor (MRAS) (1.540 Beds Hospital) as well.

From Feb 2018 to Mar 2019, he was;

• Board Member of Operations and Maintenance Company of PPP Ankara Etlik Hospital,(Project Size: 650 Beds-1.200.000 M2 Project Sponsors: Astaldi-Türkerler)
• Board Member of Operations and Maintenance of PPP Kocaeli Hospital,(Project Size: 1.180 Beds-383.000 M2 Project Sponsors: Gama-Türkerler)
• Board Member of Operations and Maintenance of PPP İzmir Bayraklı Hospital,(Project Size: 2.060 Beds-629.200 M2 Project Sponsors: Gama-Türkerler)

He is now Marketing Agent and Consultant of ECRI (an USA based Non-Profit & Independent Organization www.ecri.org) and Medical Consultant of Ministry of Health Istanbul Province – Haydarpaşa&Siyami Ersek Health Campus Project.
