He graduated from Istanbul University, Istanbul Faculty of Medicine in 1992. Salih MERCAN started his mas- ter’s program in Marmara University Health Sciences Institute Health Institutions Management in 1997. He started to work as the Treatment Institutions Branch Manager in Istanbul Provincial Health Directorate in 2000. During this period, he actively took part in the inspection and licensing processes of all private and public hospitals, dialysis centers, and blood centers in Istanbul. He worked as Deputy Chief Physician at Şişli Etfal Training and Research Hospital between 2005-2007. He had the opportunity to see the public hospital management closely.

In 2007, he left the public sector and moved to the private sector. Operations Director at Medicana Çamlıca Hospital, Chief Physician at

Medicalpark Göztepe Hospital, General Director at Hisar Intercontinental Hospital, Executive Director at Gence International Hospital, Chief Physician and Deputy General Manager at Şişli Kolan International Hospital, General Directorate at Private Levent Hospital and in Private Turkiye Gazetesi Hospital he was Medical Director.
